Description
Zemstvo mail - a special service created for the transmission of correspondence in areas that had no public posts. The first Zemstvo post was established in the Vetluzhsky district, Kostroma province in the spring of 1865, Every Zemstvo post office operated only within their administrative area. To pay to the County the mails were allowed to have their own brand, but subject to the condition: either in pattern or in color they should not be similar to official stamps, as well as their design could not be used the emblem of the state of the postal service. The most active correspondence was forwarded to the Zemstvos of Eastern provinces - Perm, Samara, Vyatka, Kazan, Ufa, Kharkov, Poltava, Kursk, Tambov and Ekaterinoslav.
